Late in 2009, RCBI published two reports designed to contribute to the successful management and implementation of the ENPI CBC programmes.
The first assesses the level of Partner Country participation in the management and implementation of the ENPI CBC programmes*, including capacity to develop projects, and identify what further support is needed in this regard.
Key findings include that Partner Countries have been actively involved in the development of the programmes and also in the first calls for proposals but there is still room for improvement. The support delivered was very useful and needs to be continued and followed up with internet information and tools. There is a reliance on the National Authorities who have given very good support but found it difficult to do so with the resources available.
The main constraints to partner country involvement at project level were identified as finding the right partners in EU Member States and in other Partner Countries, familiarity with the ENPI CBC opportunities, understanding of the rules and regulatory framework for ENPI CBC and the capacity of Partner Country applicants to be lead partners.
The report also presents the results of the identification and testing of a suitable approach to monitoring Partner Country involvement which combines the use of monitoring indicators and other monitoring techniques (questionnaires, interviews) to provide both quantitative and qualitative information.
