يعتبر RCBI أحد مشاريع الاتحاد الاوروبي، وينفذ من قبل لجنة ترأسها شركة MWH. وتتكون لجنة الشركاء من EWC، و Dom Europy، و NSCE، وICCS NTUA، و OIR، و SPFD.

Cross border and regional cooperation under ENPI CBC offers particular challenges, especially for the non-Member States concerned which have little experience with the joint management and implementation of such programmes. To support the full and active participation of their neighbours and partners in cross border relations, the EU put in place the Regional Capacity Building Initiative (RCBI) project.

RCBI began in April 2005 by helping four Partner Countries in ENPI East to participate in the Neighbourhood Programmes which paved the way for the ENPI CBC Programmes. In June 2006, the project extended to a further three countries in ENPI East and expanded to cover the development of the ENPI CBC programmes and training for programme management. In January 2007 RCBI extended support also to seven Partner Countries in ENPI South.

Currently, RCBI assists ENPI CBC potential applicants and partners with information on how the programmes can help them address common regional problems. Other activities are workshops on preparing project proposals and partner search forums to help people to find partners on both sides of the border. For those who are awarded a grant, RCBI will give training on how to properly manage and implement projects.

All of RCBI support is delivered in close collaboration with programme structures and authorities in the Partner Countries. The project will continue supporting Partner Countries until June 2012.
